Does it require the tool to be unlocked? That normally has an additional charge in case everybody here doesn't already know.

I believe since the flash tool has not been used it is ready to go. Someone correct me if I'm wrong, but I thought they only had to be unlocked if they had already been used.

This reads that it does not need to be reset.
Since it is new in the box (never used) it is not a associated with any ECU yet.
