After the GB ends, on a "surplus controller" basis, we will run the exchange program. We will need to keep regular production going on the 4, so it will take 30-60 days probably to do all the exchanges as extra HFS-4 controllers are available from production.

One key item to note. Not that it will affect most people, to make room for extra circuitry on the 4, the HFS-2 capabilities are deleted. So the 4 cannot be downgraded to a 2.
