So keep in mind I still need a solution that runs on the stock/GP ECU for a few days a year, with minimal parts swapping....

no you don't, I think we have figured out the issue with the OBDII port.......

It's not just a OBD port issue... the thing needs to report standard OBD emissions readiness like an OEM ECU, including EVAP testing, catalyst ready, and catalyst efficiency. if it doesn't, the car fails inspection.
